Ugly wall to get facelift

    The Great Ugly Wall of Decatur looks like it will be getting a major facelift before winter sets in, and city council on Tuesday night took a major step toward securing a new — and much improved – city hall building.    
    Council gave MartinRiley, an architectural/engineering firm with offices in Fort Wayne, a green light to take bids for the wall facelift and also to provide a close-to-final design for redoing the old First State Bank building, likely to lead to taking bids for that project in the next few months (see separate story).
    Three MartinRiley representatives — Jack Daniel, Dawn Terry and Decatur native Tony Murray — attended last night's council meeting and unveiled ideas and designs for both projects.
