Spring almost here...but doesn’t feel like it

    Spring officially arrives in Indiana on Wednesday, but winter continues to keep an icy, cold grip on the state.
    Big winds this morning made it feel like the middle of winter. The National Weather Service in Fort Wayne had a reading of 25 degrees at 7 a.m. today, but a west wind at 25 mph gusting up to 31 mph was producing a wind-chill reading of 9 degrees!
    The Decatur weather station had a 24-degree reading at 7 a.m. after a high of only 38 degrees here on Monday. Today's high was expected to be slightly lower.
    As spring breaks on Wednesday, the high may not reach the 30-degree mark, forecasters said, and the Wednesday low could be around 17.
    Normal highs and lows for the last day of winter in this area are 49 and 29.
    Thursday and Friday won't be much, if any warmer, as the weather bureau predicts highs near 32 and 37, respectively.
    Meanwhile, the National Weather Service, Indiana State Police and other state agencies are reminding people that spring brings volatile weather that can increase the risk of flooding and they should make sure they’re prepared.
    The Indiana Department of Homeland Security encourages state residents to have a family emergency communications plan and to prepare a disaster preparedness kit that contains essential items a family needs to sustain itself for at least three days.
    The weather service says most flood-related deaths occur while driving. State police say drivers should not drive around barricades at water crossings and should never attempt to cross a flooded road, even if it appears shallow.
    Officials also say purchasing flood insurance is a cost-effective step homeowners can take to protect their homes.
