Fourth Recorder candidate first on Democratic ticket

January 19, 2012

Marcy Koons

Marcy Kaye (Smelser) Koons, of Decatur, has announced her candidacy as a Democrat for the office of Recorder of Adams County.
Three Republicans have announced that they will be seeking the office: Deb Stimpson and Jim Voglewede of Decatur, and Gerald Walker of Berne.
Current Recorder Connie Moser is barred by term limits from seeking a third term.
Koons has worked in the Adams County Probation Department as an administrative assistant from 1994 to 1999, returning in January 2009 in the same capacity. In May of 1999, she became secretary to the principal and the extracurricular treasurer at Bellmont Middle School.
Prior to working for the probation department, she was employed by Gilpin, Inc. as the office manager and controller. She also worked part–time as a pharmacy technician at CVS in Decatur from 2004 to 2010.
In announcing her candidacy, Koons said through her many experiences as a county employee, and also at her previous positions, she is well equipped to to deal with all aspects of the recorder's office.
"I have had experience dealing with our citizens of Adams County in many different areas through my past positions, and would continue to run the Recorder's office as it has been by Connie Moser and her staff. I would also be willing to consider ways to save money for the county through job sharing with other county offices.
"I feel cross-training of jobs in the county would be a top priority if elected. We all know that the Adams County taxpayers are very concerned how their tax dollars are being spent, and I would do my best to always save money, whether it is by combining services or finding more economical ways to do the job."
Koons is a 1976 graduate of Bellmont High School and she attended Indiana Business College, completing courses in Accounting I and II and Cost Accounting. She also attended Ivy Tech in Fort Wayne and IPFW, completing courses in Computer Technology and Manufacturing systems and she has numerous certifications in Office Management.
Koons is the daughter of Joyce and Kenneth Fisher, of Decatur, and Mr. and Mrs. Robert Smelser, of Celina, Ohio. She has three children, Nicklaus (Jenna) Koons and Joel Koons, both of Decatur, and Janna (Steven) Harner, of Rockford, Ohio. She also has two grandchildren, Kolter and Ellie Kaye Harner.
She is a member if The Bridge Church in Decatur and an active member of the local Tri–Kappa Sorority.
