Fleming receives Geneva contract

    Geneva Town Council members accepted the "lowest responsible, responsive bid" for the town's wastewater infrastructure improvement project. 
    The acceptance of the bid and the issuing of intent of award to Fleming Excavating of Decatur in the amount of $515,818 were announced at the regularly scheduled council meeting on Tuesday.
    Four sealed project bids were opened at a special council meeting on November 30, at which time they were taken under advisement until Commonwealth Engineers consultants could review them and make a recommendation. The bids ranged up to $668,850.
    The project is made possible through a $600,000 Office of Community and Rural Affairs (OCRA) grant that was awarded to the town in May. The grant requires the town to match $200,000, bringing the project total, which includes the preliminary engineering report, to more than $800,000.
    The project will involve making infrastructure improvements to the town's wastewater system by realigning and replacing sewer lines, replacing the Red Gold forced main and making upgrades at the wastewater treatment plant, including improving sewage handling capabilities.
    In a related matter, Adams County resident Barry Ehinger addressed council members at the meeting, asking to be considered as a replacement for Commonwealth Engineers. Ehinger cited his more than 30 years of experience in the construction industry, including several years as a senior manager for an engineering firm.
    Ehinger noted that he could work as an hourly, contracted consultant from the beginning of the project in March of 2012 through its completion, and that he could match or beat what Commonwealth is charging for its services.
    "I am available and would love to work on this project," he said.
    Council member Doug Milligan said, "It's good to have options, but we need to do a little more research."
    The matter was taken under advisement.
