Ex-city official indicted

    Former Decatur Storm Water Management Director Joan Eichhorn has been indicted by an Adams County grand jury on charges of theft and fraud for alleged incidents that occurred in late 2011, Prosecutor Chris Harvey said today.
    According to the indictment, in November or December 2011, Eichhorn created a Hands on Technology Transfer (HOTT) webpage which advertised a Project Management seminar in Orlando, Fla. The webpage, which gave the appearance of having been made by someone else, described a four-day seminar offering courses on storm water management issues.
    Eichhorn, a Decatur resident, allegedly submitted documents to City of Decatur officials showing her purchase of an airline ticket and proof she was attending the seminar. She then allegedly told officials she was traveling to Florida to attend a conference related to her job, that she was a presenter or panelist during the conference, and requested the city reimburse the cost of her travel expenses, according to the indictment.
