Consultant outlines jail finance options to council

    Todd Samuelson, a partner with H. J. Umbaugh and Associates, Plymouth, appeared before Adams County Council on Tuesday to discuss funding options for the proposed superior court-county jail project.
    The Mishawaka-based firm of certified public accountants is one of the largest and most active independent financial advisors to governmental entities in the Midwest, and has signed an agreement with Adams county to offer financial advise for how best to fund the combined county project. Umbaugh has previously worked with the county on various projects.
    Samuelson stated he met several weeks ago with county officials, Decatur Mayor John Schultz and Dave Sholl of the the architectural firm of Schenkel Schultz to discuss the the scope of the Superior Court-County Jail project, noting “site selection is a key issue. It is critical to have some feasible options” from which to work.
