Carolyn Ruth West, 71, of Decatur, passed away on Saturday, March 9, 2013.
She was born to the late Lester Schleh and the late Mildred (Bierly) Schleh.
Carolyn married Whitney Dale West on August 14, 1965; he survives.
She was the pastor's wife and an active member of the First Baptist Church in Decatur. She had worked for 15 years at Sheakley Unicomp in Cincinnati, Ohio.
Approximately 40 people were on hand at Riverside Center on Monday night to receive information about the proposed reconstruction of E. Monroe Street, from east of its intersection with Piqua Road to west of its intersection with Water's Edge Drive.
The Department of Local Government Finance has finally signed off on the city of Berne's 2013 operating budget, "a month late," Clerk-treasurer Gwen Maller reported at Monday evening's city council meeting.
Maller said the DLGF made "only a small cut" to the $2.4 million budget submitted by the city. The reduction was made, she said, primarily because actual Assessed Valuation (AV) figures for real estate within the corporation limits were lower than originally estimated.

Adams Circuit Court Judge Chad Kukelhan presented the State of the Judiciary address for the first time on Monday.
He said that he was amazed by all the lives touched by the court, and he added, "The judge is never bigger than the court, and the court is never bigger than the people it serves."
After finishing the season at 4-17 (1-6 in NHC), Bellmont can at least hang their hat on their entry to the All-Conference lists this season.
The Braves' junior, Cameron Bienz, finished the year strong stepping in as one of coach John Baker's better scoring options as well as facilitating the Bellmont offense when senior Lance Vergara was sidelined with injuries.

Dwight L. "Whitey" Dailey, 81, Geneva, died Friday at Visiting Nurse Hospice Home in Fort Wayne.
Among survivors are his wife; sons, Randy (Teresa) Dailey of Fort Wayne, Michael(Becky) Dailey of Goshen, Scott (Jill) Dailey of Amelia, Ohio; stepdaughter, Carol Lynne (Nicholas) Arthur of Pendleton; and stepson, William (Brenda) Stolz of Pennville.
Anna Jane Gilliom, 88, Berne, died Saturday March 9.
