Juanita R. Mankey, 90, of Decatur, died Wednesday, March 20, 2013, at River Terrace Estates Healthcare in Bluffton.
Juanita was born on December 31, 1922, in Adams County to the late Leroy D. and Pearl M. (Helmrich) Cable.
On April 26, 1941, Juanita married Ralph R. Mankey; he preceded her in death on August 8, 2012.
Juanita was a member of Salem United Church of Christ and the Women’s Guild. She was a homemaker and a substitute bus driver for North Adams Schools.
Shawn K. Schumm, 51 years old, of Ohio City, Ohio, passed away Tuesday, March 19, 2013, at Van Wert Inpatient Hospice Center.
Shawn was born on Wednesday, December 27, 1961, in Hillsboro, Ore., to William and Elsie (Jesse) Smith, who survive in Philippi, W.Va.
She married Bill L. Schumm on February 8, 1980, in Zion Lutheran Church, Schumm, Ohio; he survives in Ohio City.
Shawn was a member of Zion Lutheran Church, Schumm, and was a homemaker.
More than 100 interested and concerned residents packed the Riverside Center on Wednesday evening to express their views surrounding a proposed rural sewer district project intended to reduce the amount of human waste entering county waterways.
Local resident Russ Walklee was the first audience member to speak during Wednesday night's meeting, and drew the largest applause of the evening from those in attendance when he simply said, "My vote is no" on the sewer project's future. He said the cost "is hard to justify," a sentiment that was echoed countless times during the evening.
Other speakers complained about what they see as inequities in the proposed project.

On this first full day of spring, Decatur residents awakened to a quarter inch of snow and temperatures fit for December.
The city weather station had a reading of 15 degrees at 7 a.m. today, the overnight low — and that's 15 degrees below the normal low of 30 degrees for this date. Wednesday's high was only 29, or 21 degrees below the norm of 50 for March 20.

A thank-you celebration for the workers, volunteers, and contributors of the 2012 United Way campaign in Adams County was held Tuesday evening at Swiss Village in Berne with the highlight of the evening coming when United Way Director Jim Compton announced that the county effort topped its goal of $200,013.
It marked the first time in the last four years the goal had been attained and it was accomplished with the help of a match from the Eli Lilly Foundation.
The Decatur Fire Department responded to a fire at Shaffer Investment Auto Sales on N. 13th St. in Decatur at 11:48 p.m. Tuesday.
When firefighters arrived on scene, the structure was fully engulfed in flames, according to a spokesperson for the department. Crews battled the blaze for several hours, but were unable to save the building, which officials say is a total loss.
Officials do not know what started the fire and an Indiana State Fire Investigator was called in to determine the origin.
The Adams County Regional Sewer District board of directors will conduct a public hearing at 6 p.m. tonight at Riverside Center in Decatur.
A notice said the hearing will include a discussion of rates and charges.
